# Confectionery / candy

## 1. Classification

* **COFEPRIS category:** food — confectionery/candy. Falls under the **prepackaged foods** regime.
* **SCIAN** code for the line of business (manufacture of candy/confectionery).

## 2. Sanitary procedure

* Prepackaged foods: **Operating Notice** + Sanitary Officer (no sanitary registration).
* Good practices: **NOM-251-SSA1-2009** (hygiene practices for foods/beverages/supplements).

## 3. Labeling — **NOM-051-SCFI/SSA1-2010** (mod. 2020)

General labeling of prepackaged foods and non-alcoholic beverages. Includes:

* **Seals/octagons system** ("EXCESS CALORIES / SUGARS / SATURATED FATS / TRANS FATS / SODIUM")
  and **precautionary statements** (sweeteners / caffeine "not recommended for children").
* The **exact thresholds** of each octagon (per 100 g/100 ml) are in the **Annex of NOM-051**
  (DOF 27/03/2020, Third Phase in force since 01/10/2025) — see [NOM-051 Seals](sellos-nom051.md) for the thresholds table. A missing seal when it applies = violation.
* General data: product name, ingredients, net content, batch, expiration date, responsible party, country of origin,
  nutritional declaration.

## 4. Advertising / claims

No therapeutic claims. Be careful with advertising directed at minors when the product carries seals.

## 5. What the EUM system RESOLVES

* **Seal calculation** by nutritional profile → objective of the **compliance engine** (Label Studio reviews/
  adds the octagons that apply). Requires the verified thresholds map from the DOF (F2/F3 of the plan).
* **Batch + analysis (cannabinoids, THC ≤1%)** → [Smart COA](../smart-coa.md) (QR/CVV).
* **Claims** → `prohibitedClaims` guardrail.
